I took it to the BMW dealership and the diagnosis was the water intrusion had damaged the headlight assembly and the modules. The recommendation was to replace all of these, which was very expensive for a car this old. By definition, "dye" is a transparent coloring agent. Which means that if always combines with the existing color, not overrides it. It is not possible to dye black into red.
